Hooes Road Park Lighting Project

The Fairfax County Park Authority has considered a proposal by Springfield South-County Youth Club (SYC) to install athletic lighting at Field #2 and #3 of Hooes Road Park. The lighting improvements will facilitate additional field use on existing fields.

As part of consideration of the proposal and to better understand the desire of the community, public meetings were conducted on April 23 and May 29, 2019. The meetings provided a forum to both inform residents and to receive input. The park master plan, approved in 1994, specifies lighting of the athletic fields. The master plan can be viewed here. The May 29 meeting presentation and a summary of the public comments are available below.

Considering the input received during the public process, the Park Authority is proceeding with installation of athletic lighting on Field #3. This decision is based on input received at the May public meeting, and subsequent comments received by Park Authority staff.  

The following conditions and/or actions will help mitigate concerns raised regarding the field lighting:

  • The lights on Field #3 will be turned off at 9:30 p.m.
  • At such time in the future that Field 2 is lit, those lights will also turn off at 9:30 p.m.
  • Lighting will be the latest LED technology with minimal spillover at the park boundary.
  • Lighting will only be used from late March to mid-June, and September 1 to November 1 to augment natural lighting until 9:30 p.m.
  • The lighting improvements will extend field use up to a maximum of three hours.
  • Lighting will be controlled by the Park Authority via the Control Link satellite system and will only be available when fields are scheduled for use.
  • Field lighting will automatically turn off at 9:30 p.m.
  • The overall intensity of field use will remain the same.
  • We anticipate that traffic to and from the park at peak rush hour will be reduced due to the distribution of users over a longer period.
