The Fairfax County Department of Procurement and Material Management (DPMM) provides the County Government with overall procurement and material management support which includes purchasing, contracting, non-capital construction, warehousing, inventory management, and fixed asset accountability.
The Department is organized into five divisions: Administration, Business & Technical Solutions, Contracts, Grants & Sponsored Programs, and Materials Management. The Administration Division provides overall direction and managerial oversight to the Department. Business & Technical Solutions provides oversight and liaison between DPMM and various countywide system support groups. The Contracts Division provides contract policy guidance and facilitates contracts for the purchase of goods and services used by all County departments. The Grants and Sponsored Programs Division supports the County’s needs related to the development and management of agreements relating to external funding opportunities, and the issuance of County grants. The Materials Management provides logistical support to County departments by storing, receiving, and distributing County property
Lines of Business
Business and Technical Solutions provides liaison between DPMM and the countywide FOCUS system business support team, the IT support group and departmental purchasers.
The division also provides management and technical oversight of the department’s websites, the County’s procurement card, and the office supplies program.
The division serves as the training and oversight arm of the Director, carrying out programs to assure compliance with delegated policies and procedures for procurement, consumable inventory and fixed assets.
The division promotes and monitors green procurement opportunities for county contracts and manages the program for fiscally and environmentally responsible disposal of county surplus.
The Contracts Division provides centralized procurement and contract policy guidance and facilitates contracts for the purchase of goods and services used by all County departments. Under the authority of the Fairfax County Purchasing Resolution, the Contracts Division is committed to ensuring that all contracting activities promote fair, open competition and equal opportunity for qualified vendors who seek to do business with the county.
There are three teams in the Contracts Division, each one serving a specified business area.
Grants & Sponsored Programs supports the County’s needs related to consultation, development and management of agreements relating to external funding opportunities, public assistance, and social services for direct use by recipients, intergovernmental agreements, and the issuance of County grants.
This division manages the development and execution of Federal Subaward agreements, while ensuring compliance with federal and other pass-through requirements.
The division also develops and manages agreements for programs such as the Children’s Services Act and the Community Services Board, conducts enhanced monitoring for financial solvency reviews of select county contracts, and oversees the development, issuance, management, and monitoring of awards to nonprofits through the Consolidated Community Funding Pool.
The Material Management Division delivers material management, logistical support and storage holding spaces to County-wide agencies. The division manages the storage holding spaces at the Logistics Center, Morrissette and Burke Station Rd warehouses in a manner that is cost-effective and maximizes the full use of these facilities.
Additionally, Material Management Division supports the Fairfax County Public Library system and its patrons by transferring over 2.42 million books annually from one branch to another. Consumable and fixed asset property management programs ensure the County effectively controls and manages these assets with the ability to receive cost-recovery through auctions.
Logistical support is provided to the Office of Elections through delivery, storage, transportation, and security of the elections equipment which is a year-round function.
