Health Care Advisory Board Resolution

At a regular meeting of the Board of Supervisors of Fairfax County, Virginia, held in the Board Room in the Massey Building at Fairfax, Virginia, on Monday, June 11, 1973, at which meeting a quorum was present and voting, the following resolution was adopted.

WHEREAS, Fairfax County has as its goal the optimum quality of life for its citizens; and

WHEREAS, the technology, methodology and philosophy of health care delivery is experiencing a period of rapid development; and

WHEREAS, the Board of Supervisors recognizes the need for comprehensive planning of health programs and facilities as the only method to ascertain and respond to the spectrum of health needs and problems arising in Fairfax County; and

WHEREAS, the Board of Supervisors is concerned with the importance of community involvement in the planning of services so vital to the community welfare;

AND WHEREAS, the Hospital and Health Center Commission is convened by statute with certain limitations and responsibilities not consonant with the objectives of this Board for a comprehensive health care advisory board; now, therefore

BE IT RESOLVED THAT, the Board of Supervisors establishes the Fairfax County Health Care Advisory Board to be constituted as a nine-member body, serving four year terms with at least one physician or other health care provider to be appointed at-large by the Chairman and the eight remaining members to be appointed one from each district, said terms to run July 1, 1973 through June 30, 1977, and in four year increments thereafter for the at-large member and four district members, and terms of July 1, 1973 through June 30, 1975 and in four year increments thereafter for the remaining four district members.

BE IT FURTHER RESOLVED THAT, the Advisory Board actively seek to formalize its relations with the Comprehensive Health Planning Council of Northern Virginia, the Health Information System Advisory Council of the Metropolitan Washington Council of Governments, and the Fairfax-Falls Church Community Mental Health and Mental Retardation Services Board, to insure coordination of activities and the free flow of information.

BE IT FURTHER RESOLVED THAT, the Fairfax County Health Care Advisory Board be directly responsible to the Board of Supervisors and shall coordinate its activities with the County Executive and other Fairfax County agencies, which offices shall provide staff assistance as deemed appropriate by the County Executive.

BE IT FURTHER RESOLVED THAT, the responsibilities of the Fairfax County Health Care Advisory Board shall include, but not be limited to the following:

  1. Participation in the periodic review of a comprehensive health plan for Fairfax County to include recommendations for the provision of health care facilities, as well as an evaluation of current health care resources and an assessment of future program needs.
  2. Initiation of an on-going health care information process in coordination with local, regional, state and federal agencies.
  3. Annual review of the County Executive budget priorities for physical health-related County and contributory agencies.
  4. Review of proposed health care facilities now a charge of the Hospital and Health Center Commission under Zoning Ordinance Amendment 179 of Chapter 30-7.2.5.1.4.1(F) of the County Code.
  5. Evaluation of the specifications and methodology of proposed County third party contracts for health service studies and programs.
  6. Review of materials provided the County by the Fairfax Hospital Association pertaining to certain provisions of the Fairfax County/Association Agreement and requiring the review and/or approval of the Board of Supervisors.
  7. The undertaking of such other activities as become appropriate as the character of health care delivery evolves.
  8. The above functions will only apply insofar as they do not contradict with specifically outlined duties of the Fairfax-Falls Church Community Mental Health and Mental Retardation Services Board.
