Medicaid Waivers for Children With Disabilities

Children and adults with disabilities who meet certain requirements may be eligible for funding for support services through Medicaid waivers. These waivers provide community services that can include, but are not limited to, personal care, respite care, day support, supported employment and assistive technology. Waiver eligibility is not based on the income of the parents.

The Fairfax-Falls Church Community Services Board (CSB) provides eligibility screening for the three Developmental Disability Waivers. These waivers are the Building Independence, Family and Individual Supports and the Community Living Waiver. If your individual has a developmental disability diagnosis (inclusive of Intellectual Disability) and significant limitations in three or more categories of adaptive functioning, he or she may be eligible for any one of these waivers, depending upon the type of supports needed. The initial eligibility screening is the same for all Developmental Disability Waivers.

Waivers

Building Independence (BI) Waiver

Adults (18+) who are able to live independently in the community. Individuals own, lease or control their own living arrangements and supports are complemented by non-waiver-funded rent subsidies. Supports are episodic/periodic in nature.

Family and Individual Supports (FIS Waiver)

Individuals living with their families, friends or in their own homes and includes supports for those with some medical or behavioral needs. The FIS Waiver is available to both children and adults.

Community Living (CL) Waiver

Provides around the clock 24/7 services and supports for individuals with complex medical and/or behavioral support needs through licensed services. It includes residential supports and a full array of medical, behavioral and non-medical supports. The CL Waiver is available to adults and some children.

Commonwealth Coordinated Care Plus Waiver (CCC Plus Waiver)

If eligible, the CCC Plus Waiver may be used while on the waiting list for one of the Developmental Disability Waivers.

Must meet nursing facility eligibility criteria including medical needs and functional capacity. For individuals under age 18, call Coordinated Services Planning at 703-222-0880. For individuals age 18 and older, call Fairfax County Aging, Disability and Caregiver Resources at 703-324-7948.

Early Periodic Screening, Diagnosis and Treatment (EPSDT) Program

Comprehensive and preventive child health program for individuals under the age of 21, which includes periodic screening, vision, dental, hearing services, as well as therapies and in-home supports. Contact Virginia Department of Medical Assistance Services at 804-786-6134.

The Department of Behavioral Health and Developmental Services has information on the waivers as well as a statewide waiver hotline, 1-844-603-9248. People on the Developmental Disability waiting lists are eligible for the Individual and Family Supports Program (IFSP), an annual $1,000 grant.
