The county’s Site-Specific Plan Amendment Process, or SSPA for short, gives the public a way to propose a land use policy change in the Comprehensive Plan for a site or collection of parcels. This is a biennial countywide cycle for reviewing site-specific proposals, called nominations, to change the Comprehensive Plan’s land use recommendations. The Comprehensive Plan is the guiding document for land use and development decisions in Fairfax County and sets forth the community’s vision for the future. With the property owner's consent, anyone can submit a proposal for site-specific land use changes.
2025 Countywide SSPA Process
The 2025 Countywide Site-Specific Plan Amendment nomination period is now closed. A total of 53 nominations were received. On March 4, 2025, the Board of Supervisors accepted 43 nominations into the screening phase of the SSPA process. A series of community meetings will be held in March/April to ensure those living and working near the nominated sites know about the proposed changes to the Comprehensive Plan and can ask questions and provide comments. Following the community meetings, the Planning Commission will hold workshops on the nominations on May 1, 15, and 22, 2025. The Board will take action on the revised Work Program in June 2025. Nominations that are added to the Work Program as Plan amendments will be evaluated for impact prior to a decision.
