On April 11, 2023, the Board of Supervisors (Board) authorized the consideration of a Plan amendment for Dulles Suburban Center, Land Unit L, encompassing the northern portion of the Innovation Center Transit Station Area. The study considered three nominations (Dulles Greene, Rivana and Rock Hill Road) submitted during the 2022-2023 Countywide SSPA process. The Board asked staff to consider new land use guidance related to land use mix and density/intensity currently planned for the study area. Alignment with County Transit-Oriented Development guidelines will be evaluated.
The Dulles Greene site is 11.1 acres and located south and east of Dulles Greene Drive, north of the Dulles Access Road and within ¼ mile of the Innovation Center Metrorail Station. The Fairfax County Redevelopment and Housing Authority (“FCRHA”) and the Department of Housing and Community Development (”HCD”) issued a Request for Proposals (RFP) for developers to develop, own, and operate an affordable housing development on the 9.6 acre portion (Tax Map # 16- 1 ((1)) 11B) of the Dulles Greene site, which it owns. A public hearing regarding the agreement with True Ground Housing Partners was held on December 18, 2025, with approval in January 2026.
The Plan Amendment considers approximately 435 multifamily units dedicated to affordable housing. The apartments will offer a mix of unit sizes ranging from one to four-bedroom units.
