On June 10, 2025, the Fairfax County Board of Supervisors (Board) authorized Plan amendment SSPA 2025-IV-2RH for the Hilltop Village Center, located in the Lehigh Community and Newington Planning Sector sat the intersection of Telegraph Road and Beulah Street. The subject site is in the Franconia Supervisor District. The Plan amendment was nominated for consideration as a part of the 2025 Site-Specific Plan Amendment (SSPA) process and considers an option for residential mixed-use up to a 0.42 Floor Area Ratio (FAR), to include approximately 280 multifamily units. With the review of this Plan amendment, the total proposed Plan potential was slightly increased from the original Board authorization (0.41 FAR to 0.42 FAR) to accommodate the proposed multifamily building and the previously approved but unbuilt retail intensity. However, no change is proposed to the authorized number of residential units. In authorizing the amendment, the Board noted specific considerations for the review should include amenities, pedestrian and bicyclist circulation, open space and recreation to serve new residents, integrating new uses within the existing shopping center, and coordination with Fort Belvoir.
