Countywide Plan Amendment

In 2021, the Board of Supervisors created the Manufactured Housing Task Force (MHTF). The MHTF was made up of manufactured housing residents, community owners, and housing advocates. Together, they established over 34 recommendations to address the unique challenges of residents living in manufactured housing communities (MHCs) experience.

On October 11, 2022, the Board of Supervisors authorized the consideration of a Countywide Comprehensive Plan amendment for Manufactured Housing. The amendment should be developed in accordance with the recommendations of the Manufactured Housing Task Force, which were accepted by the Board of Supervisors on October 11, 2022.

As described in the Task Force’s recommendations, the Comprehensive Plan amendment should provide up-to-date guidance related to the importance of maintaining manufactured housing as an affordable housing option. The amendment should:

  • Define manufactured housing communities on the Comprehensive Land Use Plan Map in recognition of the fact that MH communities are an important source of affordable housing. Currently, these communities are shown on the map with a “MH” symbol at each location. A description of the MH land use category and symbol locations should be added to the Comprehensive Plan Map legend.
  • Review and clarify Comprehensive Plan (Area Plan) recommendations for manufactured housing communities to add description of manufactured housing communities and Plan guidance about preservation explicitly or, if redevelopment is planned, replacement of units on a one for one basis.
  • Strengthen Comprehensive Plan (Policy Plan) language for manufactured housing communities with same protection as any other single family residential community.
  • Include a directive to staff from the Department of Housing and Community Development to undertake an affordability analysis as part of the entitlement process to determine if manufactured housing communities will be affected by the proposed redevelopment.
