Staff Reports for Proposed Comprehensive Plan Amendments Scheduled for Public Hearing

Comprehensive Plan Amendment Staff ReportsThe Code of Virginia requires localities to review their Comprehensive Plans at least once every five years. The Fairfax County Comprehensive Plan is evaluated more frequently to manage the dynamic changes in the County and to conduct Plan maintenance.  Plan amendments are initiated by a motion by the Board of Supervisors. In order for an amendment to be adopted, it must be the subject of a public hearing before the Planning Commission and the Board of Supervisors. See the Planning Commission's Meeting Calendar for information about currently scheduled Planning Commission public hearings. The Board of Supervisors must vote to adopt the amendment in order to change the Plan.  Staff reports for the proposed amendments scheduled for public hearing are listed below. 2015-IV-MV1:  Embark Richmond Highway - On May 12, 2015, the Board of Supervisors (Board) endorsed the recommendations of the Virginia Department of Rail and Public Transportation's study of multimodal transportation improvements for the Richmond Highway Corridor, entitled the Route 1 Multimodal Alternatives Analysis (Alternatives Analysis). The study's preferred alternative recommended a four-phased implementation of multimodal transportation improvements including a bus rapid transit (BRT) system along Richmond Highway and North Kings Highway, from the Huntington Metrorail Station to Woodbridge in Prince William County, and a Metrorail extension to Hybla Valley. The Board also authorized Comprehensive Plan Amendment (PA) 2015-IV-MV1, known as Embark Richmond Highway to assess and refine the recommendations of the Alternatives Analysis for the corridor from Huntington to Accotink Village/Fort Belvoir. Specifically, the Plan amendment considers:

  • The land use density and mix of land uses for the areas within a one-half mile radius of potential stations from Huntington to Accotink Village/Fort Belvoir;
  • Corridor-wide guidance for transportation including transit, pedestrian and bicycle systems; urban design guidance, public facilities' needs, and other elements supportive of BRT; and,
  • Policy guidance in support of the future extension of Metrorail from the Huntington Metrorail Station to the Hybla Valley/Gum Springs Community Business Center (CBC).

The Board also directed staff to proceed with actions necessary to conduct an Environmental Assessment for the BRT and the associated roadway improvements for Richmond Highway from the Huntington Metrorail Station to Accotink Village/Fort Belvoir, in conjunction with the Virginia Department of Transportation (VDOT) and other appropriate entities; and to initiate the design for the road improvement and BRT projects.

2013-I-L1(B) - Lincolnia Planning District Study, Phase II, Community Business Center Consideration:  On July 9, 2013 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for the Lincolnia Planning District. The authorization directed staff to update and review Comprehensive Plan guidance for the area and to consider whether a portion of the planning district should be designated as a Community Business Center (CBC). This multi-phased study is still ongoing with currently proposed recommendations concluding Phase II. The proposed plan amendment recommends approx. 169 acres around the intersection of N. Beauregard St. and Little River Turnpike (Rt. 236) be designated as a CBC. Recommendations also include a coterminous revitalization area designation and an additional plan option to allow for hotel and/or assisted living use at a maximum 3.0 FAR on an approx. two acre portion of tax map parcel 72-4 ((1)) 3.

2017-II-M1:  McLean Community Business Center, Subarea 12, 6707 old Dominion Drive - On July 11, 2017 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for 6707 Old Dominion Drive (Tax Map Parcel # 30-2((9))73). The property is located in Subarea 12 of the McLean Community Business Center, in the McLean Planning District, Dranesville Supervisor District. The adopted Plan for this area recommends office over retail uses at an intensity up to .70 FAR. The Board of Supervisors requested that staff consider the addition of a multi-family building comprised of approximately 50 residential units on a portion of the subject property. The amendment proposes an option for mixed-use development to include office uses with ground floor retail and multifamily residential at an intensity up to 2.0 FAR subject to conditions. The Plan amendment is being considered concurrently with Rezoning/Final Development Plan application (RZ/FDP) 2017-DR-026.

2017-III-T1:  Sunset Hills Road Realignment - On May 2, 2017 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for the Sunset Hills Road realignment (Tax Maps 18-3 & 18-4) in the Upper Potomac Planning District, Hunter Mill Supervisor District. The adopted Plan for this area recommends three different options for how the intersection of Sunset Hills Road and Hunter Mill Road could be modified. With the completion of the Hunter Mill Road Study, which involved a two-year analysis and public engagement process, the Board of Supervisors requested that staff consider a realignment of Sunset Hills Road to Crowell Road as a replacement to these three options. The proposed Plan Amendment recommends that Sunset Hills Road be realigned to Crowell Road and that a roundabout be considered as the intersection control.

2017-IV-MV1: Sky View Drive - On July 25, 2017 the Board of Supervisors (Board) authorized the consideration of a Comprehensive Plan amendment for 8419 and 8423 Sky View Drive (Tax Map Parcels # 101-3 ((10)) 6A and 7A) in the Richmond Highway Corridor Area of the Mount Vernon Planning District, Mount Vernon Supervisor District. The adopted Plan for this area recommends residential use at 2-3 dwelling units per acre (du/ac), with an option for residential use at up to 8 du/ac. The Board requested that staff evaluate the impacts of Plan language for the subject properties that would match the density of the neighboring Skyview Park subdivision, which was developed at approximately 13 du/ac.

2015-IV-MV5: Huntington Transit Station Area, Land Unit G (pt.) - On November 17, 2015, the Board of Supervisors authorized Plan Amendment (PA) 2015-IV-MV5 for Tax Map Parcels 83-1 ((1)) 33, 45 and 45A, located along Huntington Avenue, near the I-495 and Telegraph Road interchange, in the western portion of Land Unit G of the Huntington Transit Station Area (TSA), Mount Vernon District. The subject area is currently planned for office use up to an intensity of 0.30 floor area ratio (FAR). The Board authorization directed staff to evaluate a Comprehensive Plan Amendment to consider mixed-use redevelopment on the parcels, to include residential and/or hotel and office uses up to an intensity of 3.0 FAR, and to also consider consolidation of the parcels and potential expansion of the adjacent TDA to include the properties.

2017-III-R1:  Reston, Transit Station Areas Noise Impacts Plan Text - On June 6, 2017, the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment to restore inadvertently omitted noise impacts guidance into the Transit Station Areas section of the Reston Plan. The adopted Plan for this area does not currently include previously adopted language regarding noise impacts to residential areas in the environmental stewardship section. The proposed Plan Amendment recommends that environmental stewardship language regrading noise impacts on new development, which was inadvertently deleted during Phase II of the Reston Master Plan, be restored. The proposed amendment integrates the guidelines for these areas with the guidance for the Reston Transit Station areas that was adopted in 2016 at the conclusion of Phase I.

2015-IV-MV4:  Huntington Transit Station Area, Land Unit I - Plan Amendment 2015-IV-MV4 concerns property generally located south of Huntington Avenue, north of North Kings Highway and west of the Huntington Metro Station in the Mount Vernon Supervisor District. The amendment proposes mixed-use development on Tax Map Parcels 83-1((23)) ALL and 83-1((1))32 to include office, hotel, multifamily residential and ground floor retail uses at an intensity up to 4.0 FAR, and other conditions.

2016 Fairfax Forward Process Evaluation: The 2016 Fairfax Forward evaluation focuses on whether the new process for amending the Comprehensive Plan, which replaced the Area Plans Review (APR) process, has resulted in a better approach to land use planning in the county. The evaluation recommends modifications to Fairfax Forward to improve the process.

2015-IV-T1:  Newington Road - On July 28, 2015, the Board of Supervisors (Board) authorized the consideration of a Comprehensive Plan amendment for Newington Road in the Springfield Planning District, Mount Vernon Magisterial Supervisor District. The adopted Plan for this area recommends widening Newington Road to 4 lanes, from Loisdale Road to Cinder Bed Road (including improving an existing one-lane underpass under the CSX railroad tracks) and upgrading the existing 2-lane segment, from Cinder Bed Road to Telegraph Road, to meet current safety and design standards. Improvements could include widening existing lanes, reducing curves, adding sidewalks, bicycle facilities, turn lanes, or some combination, where necessary. The existing plan does not include adding lanes to this section of Newington Road. The Board requested that staff consider the removal of all planned transportation improvements, identified in the Comprehensive Plan and policy documents, for the segment of Newington Road located between Cinder Bed Road and Telegraph Road.
