Staff Reports for Proposed Comprehensive Plan Amendments Scheduled for Public Hearing

Comprehensive Plan Amendment MapThe Code of Virginia requires localities to review their Comprehensive Plans at least once every five years. The Fairfax County Comprehensive Plan is evaluated more frequently to manage the dynamic changes in the County and to conduct Plan maintenance.  Plan amendments are initiated by a motion by the Board of Supervisors.  In order for an amendment to be adopted, it must be the subject of a public hearing before the Planning Commission and the Board of Supervisors. See the Planning Commission's Meeting Calendar for information about currently scheduled Planning Commission public hearings. The Board of Supervisors must vote to adopt the amendment in order to change the Plan.

2018-IV-MV2

8800 Richmond Highway - On March 6, 2018 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for 8800 Richmond Highway (Tax Map parcels 109-2((1))18C, 19 and 20) in the Mount Vernon Planning District, Mount Vernon Supervisor District.Plan Amendment 2018-IV-MV2 considers residential use at a density up to 8 dwelling units per acre for an approximately eight acre area located at 8800 Richmond Highway (Tax Map parcels 109-2((1))18C, 19 and 20). The Board’s authorization requested that staff consider full parcel consolidation and the ability for development to conform with Policy Plan guidance on Environmental Quality Corridors (EQCs), including the demonstration of any circumstances that merit disturbance to the EQC, and the provision of mitigation/compensation measures resulting in a net environmental benefit to the parcels and net benefits relating to most, if not all, the objectives of the EQC policy that are applicable to the proposed disturbances.  The authorization also identified a need for proposed redevelopment to be consistent with the Virginia Department of Transportation (VDOT) widening of Richmond Highway.

2017 North County SSPA

2017 North County SSPA - On June 20, 2017 the Board of Supervisors adopted the Site-Specific Plan Amendment Process to increase public participation in the development of the Comprehensive Plan Amendment Work Program. The 2017 North County SSPA screening report consist of the staff summary reports and task force reports, as well as the original applications for six nominations within the Dranesville, Providence, and Sully Supervisor District. No nominations were received in within the Hunter Mill Supervisor District.

2017-CW-4CP

Heritage Resources - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Board of Supervisors authorized annual consideration, if needed, of a Comprehensive Plan amendment to update information pertaining to Heritage Resources in the Comprehensive Plan. Plan Amendment PA 2017-CW-4CP will primarily incorporate current information relating to historic properties in Fairfax County. Heritage Resources information in the Comprehensive Plan was last updated in September 2016 to reflect updates through 2015. Since that time, two properties have been added to the Fairfax County Inventory of Historic Sites, the historic status of two properties has been revised, and seventeen properties have been removed. The Inventory is maintained by the History Commission.

2013-III-DS1

Dulles Suburban Center Study - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2013-III-DS1 for consideration of a Comprehensive Plan Amendment for the Dulles Suburban Center. The Plan Amendment proposes updates to the Plan guidance based on the work of the Dulles Suburban Center Advisory Group and staff, who evaluated the existing conditions and the planned land uses for the Dulles Suburban Center, generally located to the east and south of the Washington Dulles International Airport along the Route 28 and Route 50 corridors. This Plan Amendment does not include proposed revisions to land use recommendations Land Units A, B, and L of the Dulles Suburban Center since they were the subject of recent land use studies or updates.

DSC-D1-2

Submission DSC-D1-2 (Jackson Property) of the Dulles Suburban Center Study (Plan Amendment 2013-III-DS1) - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2013-III-DS1 for consideration of a Comprehensive Plan Amendment for the Dulles Suburban Center. As a part of the Dulles Suburban Center Study, submissions to suggest potential changes to the Dulles Suburban Center section of the Comprehensive Plan were received, including Submission DSC-D1-2 (Jackson Property).

Submission DSC-D1-2 (Jackson Property), located at 13717 Frying Pan Road, Tax Map # 24-2((1))2, 3, 4 is approx. 7.35 ac. and is located in the Dranesville Supervisor District. Tax Map # 24-2((1)) 2, 3, 4 is planned for public park use and office use up to .15 FAR, with an option for consolidation with the Tax Map # 24-2 ((1)) 1, 10, with conditions. The amendment will consider adding an option for the subject properties for residential use up to a density of 5 dwelling units per acre (du/ac).

The Planning Commission deferred indefinitely the public hearing for Submission DSC-D1-2.

2016 Fairfax Forward Process Evaluation

The 2016 Fairfax Forward evaluation focuses on whether the new process for amending the Comprehensive Plan, which replaced the Area Plans Review (APR) process, has resulted in a better approach to land use planning in the county. The evaluation recommends modifications to Fairfax Forward to improve the process.

On May 25, 2016 the Planning Commission deferred decision indefinitely.
Board of Supervisors action item on process changes:  New date to be determined.  

2015-IV-T1

Newington Road - On July 28, 2015, the Board of Supervisors (Board) authorized the consideration of a Comprehensive Plan amendment for Newington Road in the Springfield Planning District, Mount Vernon Magisterial Supervisor District. The adopted Plan for this area recommends widening Newington Road to 4 lanes, from Loisdale Road to Cinder Bed Road (including improving an existing one-lane underpass under the CSX railroad tracks) and upgrading the existing 2-lane segment, from Cinder Bed Road to Telegraph Road, to meet current safety and design standards. Improvements could include widening existing lanes, reducing curves, adding sidewalks, bicycle facilities, turn lanes, or some combination, where necessary. The existing plan does not include adding lanes to this section of Newington Road. The Board requested that staff consider the removal of all planned transportation improvements, identified in the Comprehensive Plan and policy documents, for the segment of Newington Road located between Cinder Bed Road and Telegraph Road.

The Planning Commission has deferred this item indefinitely.
