Staff Reports for Proposed Comprehensive Plan Amendments Scheduled for Public Hearing

Comprehensive Plan Amendment MapThe Code of Virginia requires localities to review their Comprehensive Plans at least once every five years. The Fairfax County Comprehensive Plan is evaluated more frequently to manage the dynamic changes in the County and to conduct Plan maintenance.  Plan amendments are initiated by a motion by the Board of Supervisors.  In order for an amendment to be adopted, it must be the subject of a public hearing before the Planning Commission and the Board of Supervisors. See the Planning Commission's Meeting Calendar for information about currently scheduled Planning Commission public hearings. The Board of Supervisors must vote to adopt the amendment in order to change the Plan.

2018-I-A1

Oakwood Services International - On February 6, 2018, the Fairfax County Board of Supervisors authorized Plan Amendment PA 2018-I-A1, for Tax Map Parcels 71-3 ((8)), 12, 13 and 14, a 4.56 acre site on the north side of Braddock Road, west of Woodland Drive. The subject parcels are in the A10-Ossian Hall Community Planning Sector, Annandale Planning District and in the Mason Supervisor District.

The Plan Amendment proposes updates to the Comprehensive Plan Map for these parcels to Public Facilities, Governmental, and Institutional for a portion of Parcels 12 and 13 and Residential, .5-1 dwelling unit per acre for Parcel 14 and a portion of Parcel 12. The Board authorized staff to consider an amendment for a map change only to Public Facilities, Governmental and Institutional uses for all of the site. The Plan Amendment is concurrent with rezoning RZ 2017-MA-016 and special exception amendment SEA 96-M-037 for Oakwood Services International which has operated a school of private education Parcels 12 and 13 since the mid-1990's.

2013-III-DS1

Dulles Suburban Center Study - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2013-III-DS1 for consideration of a Comprehensive Plan Amendment for the Dulles Suburban Center. The Plan Amendment proposes updates to the Plan guidance based on the work of the Dulles Suburban Center Advisory Group and staff, who evaluated the existing conditions and the planned land uses for the Dulles Suburban Center, generally located to the east and south of the Washington Dulles International Airport along the Route 28 and Route 50 corridors. This Plan Amendment does not include proposed revisions to land use recommendations Land Units A, B, and L of the Dulles Suburban Center since they were the subject of recent land use studies or updates.

2018-IV-MV1

Woodlawn Fire Station - On January 23, 2018 the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment for the Woodlawn Fire Station (Tax Map Parcel 110-1((1))) 29) in the Mount Vernon Planning District, Mount Vernon Supervisor District.

The adopted Plan for this area recommend residential uses of 2-3 dwelling units per acre. The Board of Supervisors requested staff consider public facilities uses for the subject property.

2017-CW-5CP

Office Building Repurposing, Phase II - This Plan amendment proposes to add guidance for repurposing vacant, partially vacant or underutilized office buildings located within Suburban Neighborhood and Low Density Residential area, to Appendix 13 of the Land Use Element of the Policy Plan.).

DSC-D1-2

Submission DSC-D1-2 (Jackson Property) of the Dulles Suburban Center Study (Plan Amendment 2013-III-DS1) - On July 9, 2013, through the approval of the 2013 Comprehensive Plan Work Program, the Fairfax County Board of Supervisors (Board) authorized Plan Amendment (PA) 2013-III-DS1 for consideration of a Comprehensive Plan Amendment for the Dulles Suburban Center. As a part of the Dulles Suburban Center Study, submissions to suggest potential changes to the Dulles Suburban Center section of the Comprehensive Plan were received, including Submission DSC-D1-2 (Jackson Property).

Submission DSC-D1-2 (Jackson Property), located at 13717 Frying Pan Road, Tax Map # 24-2((1))2, 3, 4 is approx. 7.35 ac. and is located in the Dranesville Supervisor District. Tax Map # 24-2((1)) 2, 3, 4 is planned for public park use and office use up to .15 FAR, with an option for consolidation with the Tax Map # 24-2 ((1)) 1, 10, with conditions. The amendment will consider adding an option for the subject properties for residential use up to a density of 5 dwelling units per acre (du/ac).

2015-IV-MV1

Embark Richmond Highway - On May 12, 2015, the Board of Supervisors (Board) endorsed the recommendations of the Virginia Department of Rail and Public Transportation's study of multimodal transportation improvements for the Richmond Highway Corridor, entitled the Route 1 Multimodal Alternatives Analysis (Alternatives Analysis). The study's preferred alternative recommended a four-phased implementation of multimodal transportation improvements including a bus rapid transit (BRT) system along Richmond Highway and North Kings Highway, from the Huntington Metrorail Station to Woodbridge in Prince William County, and a Metrorail extension to Hybla Valley. The Board also authorized Comprehensive Plan Amendment (PA) 2015-IV-MV1, known as Embark Richmond Highway to assess and refine the recommendations of the Alternatives Analysis for the corridor from Huntington to Accotink Village/Fort Belvoir. Specifically, the Plan amendment considers:

  • The land use density and mix of land uses for the areas within a one-half mile radius of potential stations from Huntington to Accotink Village/Fort Belvoir;
  • Corridor-wide guidance for transportation including transit, pedestrian and bicycle systems; urban design guidance, public facilities' needs, and other elements supportive of BRT; and,
  • Policy guidance in support of the future extension of Metrorail from the Huntington Metrorail Station to the Hybla Valley/Gum Springs Community Business Center (CBC).

The Board also directed staff to proceed with actions necessary to conduct an Environmental Assessment for the BRT and the associated roadway improvements for Richmond Highway from the Huntington Metrorail Station to Accotink Village/Fort Belvoir, in conjunction with the Virginia Department of Transportation (VDOT) and other appropriate entities; and to initiate the design for the road improvement and BRT projects.

2017-IV-MV1

Sky View Drive - On July 25, 2017 the Board of Supervisors (Board) authorized the consideration of a Comprehensive Plan amendment for 8419 and 8423 Sky View Drive (Tax Map Parcels # 101-3 ((10)) 6A and 7A) in the Richmond Highway Corridor Area of the Mount Vernon Planning District, Mount Vernon Supervisor District. The adopted Plan for this area recommends residential use at 2-3 dwelling units per acre (du/ac), with an option for residential use at up to 8 du/ac. The Board requested that staff evaluate the impacts of Plan language for the subject properties that would match the density of the neighboring Skyview Park subdivision, which was developed at approximately 13 du/ac.

2016 Fairfax Forward Process Evaluation

The 2016 Fairfax Forward evaluation focuses on whether the new process for amending the Comprehensive Plan, which replaced the Area Plans Review (APR) process, has resulted in a better approach to land use planning in the county. The evaluation recommends modifications to Fairfax Forward to improve the process.

2015-IV-T1

Newington Road - On July 28, 2015, the Board of Supervisors (Board) authorized the consideration of a Comprehensive Plan amendment for Newington Road in the Springfield Planning District, Mount Vernon Magisterial Supervisor District. The adopted Plan for this area recommends widening Newington Road to 4 lanes, from Loisdale Road to Cinder Bed Road (including improving an existing one-lane underpass under the CSX railroad tracks) and upgrading the existing 2-lane segment, from Cinder Bed Road to Telegraph Road, to meet current safety and design standards. Improvements could include widening existing lanes, reducing curves, adding sidewalks, bicycle facilities, turn lanes, or some combination, where necessary. The existing plan does not include adding lanes to this section of Newington Road. The Board requested that staff consider the removal of all planned transportation improvements, identified in the Comprehensive Plan and policy documents, for the segment of Newington Road located between Cinder Bed Road and Telegraph Road.
