On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment for Samuel Morse Drive as part of the Reston TSA Study (2023-III-6UP). Originally classified as Tier 3 in the work program, this study included ten SSPA nominations in the Hunter Mill District. On July 25, 2023, this Plan amendment was reauthorized and moved to Tier 1.

Association Drive is 17.7 acres and developed with six low-rise office buildings totaling 207,000 square feet (0.27 FAR) located along Association Drive, north of Sunrise Valley Drive and south of the Dulles Toll Road. The eastern portion of the site is less than ½ mile from the Wiehle-Reston East Metrorail Station, while the western portion is slightly over ½ mile.

The eastern half of the site is planned for Transit Station Mixed Use (TSMU), up to 2.5 FAR, and the planned ratio of uses are 50% residential and 50% non-residential. The western half of the property is planned for Residential Mixed Use (RMU) up to 1.5 FAR, and the ratio of uses are 75% residential and 25% non-residential. The Comprehensive Plan recommendations for the subject area are located within the South Subdistrict of the Wiehle Station Transit Oriented Development (TOD) District within the Wiehle-Reston East TSA within the Upper Potomac Planning District (Reston) of Area III volume of the Comprehensive Plan. The Plan Amendment will consider modifying the mix of uses from 75% residential and 25% non-residential, to 100% residential. No changes are proposed for the FAR, which will remain at 2.5 for the eastern half of the property, and at 1.5 for the western half of the property.
