On April 11, 2023 the Board of Supervisors (Board) authorized a Comprehensive Plan Amendment for the Reston Transit Station Area (TSA) Study (2023-III-6UP) as a Tier 3 item. The study includes the Plan Amendment for Commerce Metro Center, along with nine other Plan Amendments located in Reston Transit Station Areas. On July 25, 2023, the Plan Amendments were reauthorized and moved to Tier 1 on the work program.

The Commerce Metro Center site is 15.95 acres and currently developed with four six-story office buildings totaling 575,000 square feet, a one-story bank building (3,185 square foot), and structured and surface parking (1.2 FAR). The site is located south of the Dulles Toll Road, west of Wiehle Avenue, and north of Sunrise Valley Drive and is generally within ¼ mile from the Wiehle-Reston East Metrorail Station. The Comprehensive Plan recommendations for the subject area are located within the South Subdistrict of the Wiehle Station Transit Oriented Development (TOD) District which is within the Wiehle-Reston East TSA. The site is planned for Transit Station Mixed Use, up to 2.5 FAR, and the planned ratio of uses are 50% residential and 50% non-residential. 

The Plan Amendment considers increasing the development intensity from 2.5 FAR to 3.2 FAR, inclusive of Workforce Dwelling Units (WDU). It also proposes to change the planned mix of uses from 50% residential and 50% non-residential to 80% non-residential (including 70% Office) and 20% residential. 

This Plan Amendment has a concurrent rezoning (RZ-2022-HM-00004).
