The process of seeking a rezoning, special exception, special permit or variance from Fairfax County consists of a detailed review and analysis of the proposal by staff, the Fairfax County Planning Commission (PC), and the Fairfax County Board of Supervisors, and/or the Board of Zoning Appeals (BZA).
Application packages include submission requirements and instructions, an application form, and an affidavit form. Please submit one (1) original signed application form and three (3) copies of the application form. A Minimum Stormwater Information for Rezoning, Special Exception, Special Permit and Development Plan Applications Checklist is required for all zoning applications. If a waiver of the submission requirement is requested, then a justification statement shall be attached. The information is required to be shown or provided in all zoning applications. Required fees associated with these applications may be paid online or by check made payable to Fairfax County. If the online payment option is used, a copy of the payment receipt is required with submission of the application.

If you are contemplating filing a rezoning, special exception, special permit or variance application and are not sure exactly what type of application you will need, you can call the Zoning Evaluation Division at 703-324-1290. If you would like to know what issues you will likely face during the process, you can complete a Pre-application of Zoning Cases consultation request online. Staff meets internally each week to review these requests. After meeting internally, staff will contact you to advise you as to what issues might be necessary for you to address, and if any additional meetings are recommended. This process may take up to three weeks for staff to contact you with comments and advice on how to proceed.
All requests to change the existing zoning designation of a parcel require the submission of a rezoning application. Review the Conventional Application Package for guidance related to proposals involving conventional districts (R-1, R-5, C-2, C-8, I-5, etc.). Use the “P” District Application Package if the development proposal involves land to be located within one of the “P” Districts; Planned Development Housing (PDH), Planned Development Commercial (PDC), Planned Residential Community (PRC) or Planned Tysons Corner (PTC). These zoning districts are available to encourage innovative and creative site design; to provide ample and efficient use of open space; to promote a mix of land uses and housing types and to allow flexibility to achieve excellence in all aspects site development.
