New TOPS (TRANSPORTATION OPTIONS, PROGRAMS & SERVICES) Program Now Available

In an effort to streamline the taxi voucher programs (Seniors On-The-Go!, TaxiAccess, and Dial-A-Ride programs), all three have been integrated under a new program called TOPS (Transportation Options, Programs & Services). The paper vouchers that were previously issued have been replaced by a transportation debit card. You will still be able to use your subsidized funds for taxi services, but you will now be able to access other transportation options.

The Human Services Transportation staff is working to transition the program from the paper vouchers to the TOPS debit card. Please note:

  • If you are currently registered for at least one of the three subsidized taxi programs and you have purchased vouchers in the last two years, you will be automatically transitioned to TOPS and instructions will be provided on how to purchase and add funds to the card.
  • If you currently have unexpired taxi vouchers in hand, you will be instructed soon about how to transfer their value onto the TOPS transportation debit card. (Please note an exception will be made for those vouchers with an expiration date of 12/31/2019.)

NEW PROGRAM DETAILS

Eligibility : Must be a resident of Fairfax County or the City of Fairfax, plus meet one of the following criteria:

  • 50 years of age or older, with an annual income of $50,000 or less per household
  • registered user of MetroAccess
  • recipient of Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI)
  • annual income that meets the 225% federal poverty levels by household size

Program Subsidy : Program participants are eligible for two subsidies per year (one subsidy every six months). Each subsidy will provide $100 in benefits at a cost to the participant of $20.

WHAT HAS CHANGED

The program now issues the following transportation debit card:

TOPS Debit Card

Transportation options will be expanded to the following:

  • Taxicabs
  • Rideshare services (Uber and Lyft)
  • Public Transportation: bus and rail via SmarTrip card
  • Capital BikeShare rentals

The maximum annual subsidy is now $200.

How Do I Purchase Subsidized Funds?

You may add transportation funds to your TOPS card in the following ways:

  1. By Mail. Send your payment of $20 to TOPS, PO Box 1388, Fairfax, VA 22038-1388.  Checks and money orders should be made payable to the County of Fairfax.
     
  2. In Person (by appointment only) at the Pennino Building, Monday - Friday, 8 AM to 4:30 PM. To schedule an appointment, please call 703-877-5800, TTY 711.
     
  3. By Phone.  Call 703-222-9764 to make a credit card payment over the phone.

When calling to schedule a ride, please inform the call taker if you use a wheelchair. If you cannot transfer from your wheelchair, be sure to request an accessible taxicab at least 24 hours before you need your ride.
