TOPS Transportation Options, Programs & Services

TOPS provides subsidized transportation funds on an easy-to-use debit card for eligible older adults, persons with disabilities, and those with limited income who are residents of Fairfax County, the City of Fairfax, or the City of Falls Church. TOPS connects riders with a variety of transportation modes and options, enabling them to travel affordably, safely, and independently.

The taxi voucher programs (Seniors On-The-Go!, TaxiAccess and Dial-A-Ride programs) have been integrated to TOPS. The paper vouchers that were previously issued have been replaced by a transportation debit card.

You will still be able to use your subsidized funds for taxi services, but you will now be able to access other transportation options.

PROGRAM DETAILS

Eligibility: Must be a resident of Fairfax County, the City of Fairfax or the City of Falls Church, and meet one of the following criteria:

  • 50 years of age or older, with an annual income of $50,000 or less per individual.
  • Registered user of MetroAccess.
  • Recipient of Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI).
  • Annual income that meets the 225% federal poverty levels by household size.

Program Subsidy: Each subsidy will provide $100 in benefits at a cost to the participant of $20. Program participants are eligible for a designated number of subsidies per year.

Transportation options include:

  • Taxicabs
  • Rideshare services (Uber and Lyft)
  • Public Transportation: bus and rail via SmarTrip card
  • Capital BikeShare rentals

How Do I Purchase Subsidized Funds?

You may add transportation funds to your TOPS card in the following ways:

  1. Online. Make a payment directly through your TOPS account using a credit or debit card.
  2. By Mail. Send your payment of $20 to TOPS, PO Box 1388, Fairfax, VA 22038-1388.  Checks and money orders should be made payable to the County of Fairfax.
  3. In Person (by appointment only) at the Pennino Building, Monday - Friday, 8 AM to 4:30 PM. To schedule an appointment, please call 703-222-9764, TTY 711.
  4. By Phone.  Call 703-222-9764 to make a credit card payment over the phone.

When calling to schedule a ride, please inform the call taker if you use a wheelchair. If you cannot transfer from your wheelchair, be sure to request an accessible taxicab at least 24 hours before you need your ride.
