On April 11, 2023 the Board of Supervisors (Board) authorized a Comprehensive Plan Amendment for the Reston Transit Station Area (TSA) Study (2023-III-6UP) as a Tier 3 item. On July 25, 2023, the Plan Amendments in the Reston TSA were reauthorized and moved to Tier 1 on the work program. On June 10, 2025 the Board re-authorized the Reston TSA Study to add five Plan Amendments, resulting in a total of fourteen Plan Amendments in the Reston TSAs.

The 7.45 acre subject site is located adjacent to the Washington and Old Dominion Trail and north of Sunrise Valley Drive. The subject area consists of two parcels, developed with two four-story office buildings (1835 and 1851 Alexander Bell Drive) with surface parking constructed in the 1980s. The nomination proposes residential use up to 18 dwelling units/acre consisting of 133 townhomes and stacked townhomes.

This SSPA is part of the Reston East Study Area.
