On January 26, 2021, the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment at 2806 Popkins Lane, Alexandria, Tax Map Parcel 93-1 ((1)) 7, in the Mount Vernon Planning District, MV5 Groveton Community Planning Sector, Mount Vernon Supervisor District. The approximately 5.57-acre subject property is currently developed with a Verizon switching station and vacant, wooded land. The adopted Plan for the subject property recommends residential use at a density of 2 – 3 dwelling units per acre (du/ac) and is zoned R-3. Verizon intends to retain the switching station on the site and to subdivide and sell 4.2 acres at the rear. Special Exception SE 2014-MV-017 was approved on the site in 2015 to permit a reduction in the lot area associated with the switching station to 1.3 acres. As a result, the effective site area for the consideration of the higher planned residential density is approximately 4.2 acres.
The Board request that staff consider a Comprehensive Plan amendment to evaluate a plan option for residential use at 5 – 8 du/ac on the subject property, with considerations for workforce housing in the development and an evaluation of the localized transportation network to determine the optimal site access and minimize potential conflicts on streets surrounding the site. The amendment should include staff review of the adopted watershed plans and include appropriate recommendations as part of the staff analysis.
