On January 26, 2021, the Board of Supervisors authorized the consideration of a Comprehensive Plan amendment at 4312 Ravensworth Road and 4316 Ravensworth Road (Tax Map Parcels 71-1 ((1)) 20 and 20A) in the Annandale Planning District, Annandale Community Business Center (CBC), Mason Supervisor District. The approximately 2.2-acre subject area is developed with a single-story mini-warehousing establishment and a gas station. The adopted Plan for the area follows the form-based recommendations for the Annandale CBC and recommends commercial or residential mixed-use up to six stories in height. Self-storage uses are specifically discouraged in the adopted Plan. The site is zoned C-8 (Highway Commercial District).
The Board requested that staff consider a Comprehensive Plan amendment for self-storage up to four stories and approximately 153,332 square feet on Tax Map Parcel 71-1 ((1)) 20. The following items should be evaluated in considering making an exception to Annandale Policy discouraging storage facilities.
- The sub-unit’s planned new streets and pedestrian corridors should be studied as part of this plan amendment.
- Expansion of the nomination and the proposed self-storage use to include the gas station property (TMP# 71-1 ((1)) 20A) to establish the planned streetscape and pedestrian-oriented design. As the nomination development concept originally contemplated a plan change for TMP 71-1 ((1)) 20 only, agencies should review the self-storage use both with and without the expansion to this additional parcel.
- Design for the self-storage facility should allow conversion to commercial or residential uses that are envisioned in the Annandale CBC.
The amendment should include staff review of the adopted watershed plans and include appropriate recommendations as part of the staff analysis.
