On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment for 3949 Pender Drive, 11208 and 11204 Waples Mill Road, Fairfax (Tax Map Parcels 57-1 ((1)) 10 and 23; 56-2 ((1)) 74B) in the Springfield Supervisor District. The subject site is 22.64 acres and currently developed with office buildings totaling 332,000 square feet with associated surface parking and Inova Health Care Services owns a 1.75 acres portion of the site. The site is surrounded by office buildings and institutional buildings to the north and west across the Pender Drive, and hotel with a restaurant, office building, and grocery store to the south, and multifamily and townhouse residential uses and commercial uses to the east in City of Fairfax.
The Board requested that staff consider and evaluate a Plan amendment for residential mixed-use up to 1.2 FAR in 5-6 story buildings, consisting of 750- 900 residential units and 60k – 120k square feet (sf) of office use, ancillary retail use and potential continuing care or assisted living uses. Specific considerations should include the provision of residential-serving amenities, future connectivity with planned uses in the land unit and in the City of Fairfax and ensuring that adjacent properties fronting on Route 50 can develop in line with the adopted plan.
