On April 11, 2023, the Board of Supervisors authorized the consideration of a Plan amendment SSPA 2023-III-1FC for Sub-unit E1 of the Fairfax Center Area ("Fair Lakes Study").
On September 12, 2023, the Board of Supervisors revised the authorization to consider the study in two phases:
- Phase I - SSPA 2023-III-1FC(A) - Land use and density/intensity changes for Tax Map Parcels 45-4 ((11)) A2 and 55-2 ((01)) 9A, and editorial revisions (completed);
- Phase II - SSPA 2023-III-1FC(B) - Visioning and revisions to the Fair Lakes overall recommendations (current phase).

Phase II Study
The Fair Lakes Phase II Study will update the Comprehensive Plan guidance for Fair Lakes to provide for the development needs of the next 20+ years.
Goals of the study are to:
- Define and reinforce the desired Identity and character of Fair Lakes
- Consider the future of the Fair Lakes office market
- Re-evaluate the desired mix of land uses
- Determine an appropriate level of planned growth
- Ensure balance of land use and infrastructure
- Ensure the feasibility of plan implementation
Phase II Timeline
Phase II of the Fair Lakes Study is comprised of four stages.

Stage 2 - Refining Fair Lakes Vision: ONGOING

Stage 3 - Refining Implementation Guidance: BEGINS FALL 202

Community Engagement
A community survey was held in summer 2025 and a series of online community meetings will inform the public and gather feedback at strategic points as the study progresses. A Commercial Owners Group, consisting of Fair Lakes commercial property owners and representatives, will meet separately at similar intervals to provide feedback specific to the future of Fair Lakes commercial/office properties. The study will culminate in the publication of a staff report, containing recommendations, and a public hearing process.
