The county regulates and manages the activities of waste collection, disposal of waste and collection of recycling materials. This includes the requirement to have a permit or registration as stipulated by county code related to solid waste and recycling material. [See: CHAPTER 109.1. - Solid Waste Management | Code of Ordinances | Fairfax County, VA | Municode Library.] Such requirements include: “Certificate-to-Operate” [CTO], “Broker Registration”, “Recycling Registration”, “Disposal Permit”, “Commercial Pay Account”.
Must secure a surety bond for each permitted vehicle. County maintains vehicle tare weights. Permits and CTOs must be renewed annually and vehicles must be inspected annually.
Recycling Company
Activity
Collects recyclables only and transports them to recycling processing facilities
Surety bond required for each permitted vehicle. Vehicles are weighed on commercial disposal scales and county can maintain vehicle tare weights (optional). Vehicle permits must be renewed annually. May also participate in Commercial Pay Program.
Commercial Pay Customer
Activity
Brings waste generated by their own business operations to county facilities for disposal
Requirements
Commercial Pay customers must identify the waste origin as business and not residential. Vehicles must obtain new tare weights annually.
Pay at point of service using credit card, cash, check
