Track a SSPA Plan Amendment

SSPA PROCESS EVALUATION

An evaluation of the Site-Specific Plan Amendment process is taking place from Fall 2021 to Spring 2022 that will consider the current process and identify potential improvements. Public outreach on potential changes began in October 2021, and included interviews with key planning stakeholders, meetings with the Planning Commission and Board of Supervisors, and a public survey on the community’s preferences for long range planning activities. Overall survey results along with results from specific stakeholder groups are available for review.

View the Recommendations

A working group of two members of the Planning Commission and two members of the Board met in February-March 2022 to develop recommendations for changes, the results of which are available for review. 

The recommendations of the working group were presented to the Planning Commission’s Land Use Process Review Committee on May 19, 2022. The Planning Commission will provide a recommendation on the proposed changes at their meeting on June 8, 2022 at 7:30 p.m. The Board of Supervisors Land Use Policy Committee will discuss the recommendations on June 14, 2022 at 1:30 p.m. in the Board Auditorium of the Fairfax County Government Center. Board action on the proposed changes is anticipated on June 28, 2022. The meetings may be viewed live on Channel 16 and online. Live audio of the meeting may be accessed at 703-324-5300.

The Comprehensive Plan guides decisions on land use and physical development in the county over the next 20 to 30 years. The plan addresses different topics that affect how you experience the places where you live, work, shop, and recreate in the county. The Site-Specific Plan Amendment (SSPA) process is an opportunity to participate in land use planning in Fairfax County by reviewing proposals to amend the Comprehensive Plan for individual sites.

The current 2019-2020 SSPA process focused on proposals in the southern portion of the County, consisting of the Lee, Mason, and Mount Vernon Supervisor Districts. In each district, the proposals, called “nominations,” were submitted during an open submission period in fall 2019, and district-wide Community Task Forces were established to review and provide recommendations on which nominations should be studied further and added to the Comprehensive Plan Work Program. The County’s Planning Commission and the Board of Supervisors have reviewed these recommendations and approved the following 11 Plan Amendments for study on the Comprehensive Plan Amendment Work Program.

Task Force Meeting Information

The SSPA process now shifts into the Work Program Implementation Phase, which will involve detailed staff analysis and community Task Force review of the amendments. County Agencies will study and provide comments on subjects such as Land Use, Environment, Housing, and Parks & Recreation for review by the Task Forces. Process Timeline 

Following the Task Force process, the plan amendments will be reviewed by the Planning Commission & the Board of Supervisors. Three of the amendments will follow an expedited review schedule; they will be reviewed several months ahead of the standard track plan amendments. 

Expedited Track: March 2021 - July 2021

  • Task Force Process - March 16, 2021 to April 27, 2021
  • Planning Commission Hearing - June 23, 2021 at 7:30 p.m. (Decision on June 30, 2021 if needed)
  • Board of Supervisors Hearing - July 27, 2021 at 4:00 p.m.

Standard Track: June 2021 - April 2022

  • Task Force Process - June 15, 2021 to December 28, 2021
  • Planning Commission Hearing - March 23, 2022 (Decision on March 30, 2022 if needed)
  • Board of Supervisors  Hearing - April 26, 2022

How to Get Involved

1. Attend Task Force Meetings

The Task Forces will review the plan amendments from March 2021 through January 2022 in a series of public meetings. The public can attend and participate in these meetings through WebEx or by phone. There will be an opportunity for public comment at each meeting. The task force meetings will be recorded and will be published online following the meetings. 

2. Submit a Comment

3. Attend and/or Provide Testimony to the Planning Commission

The Task Forces will share their recommendations with the Planning Commission before they hold a series of public hearings on the plan amendments. The Planning Commission will then make a recommendation on which plan amendments should be adopted to the Board of Supervisors.
