NCS Programs and Services

Creating Positive Outcomes

Our mission is to partner with communities, families and individuals to provide opportunities to access a continuum of resources that promote equity and create positive outcomes for people of all ages and abilities. Our vision is to see connected communities where all individuals and families are supported and empowered to thrive.

The Pennino Building is closed until further notice due to repairs following an equipment failure. Community members should NOT attempt to visit the Pennino Building. There will be no interruption of services during the closure. 

Although the Pennino Building is temporarily closed, Neighborhood and Community Services (NCS) remains committed to ensuring there is no interruption in services. Assistance is available in person at an alternate location, by phone and online to support you and your family during this time.

  • In person: Some NCS services are now available in the Herrity Building (next to Pennino Building) from Monday-Friday, 8 a.m- 4 p.m. (12055 Government Center Parkway, Fairfax, VA). These include Child Care Assistance and Referral (CCAR), Community Education and Provider Services (CEPS), Head Start, and SACC/Beyond the Bell/Camp Fairfax payments and registration. General reception and assistance is also available.

Residents are strongly encouraged to explore the above options for assistance. If you are still unsure where to go or need additional help, Fairfax County's CareVan is also available in the Pennino Building parking lot (Monday-Friday, 8:30 a.m. - 4 p.m.)  to connect community members with the appropriate services and support.
