At-Large MemberToomey was appointed to the Park Authority Board as an at-large member by Board of Supervisors Chairman Jeff McKay.
Toomey currently serves as the CEO of Learn Thrive Grow Academic Support. She is also a dedicated advocate and fundraiser for environmental and parks issues. As a member of the Steering Committee and Corporate Outreach Committee Chair for Plant NOVA Natives (PNN), she and organization raised more than $50K in corporate sponsorships for tree planting and invasives removal in Fairfax County Park Authority (FCPA) Parks.
As a member of the Fairfax County Tree Policy Working Group and the Fair Parks Initiative, Toomey also advocated for policies and funding to preserve the county’s tree canopy and advance equity. In 2023, she and her colleagues were recognized for their work by FCPA with their Sally Ormsby Environmental Stewardship Award. Toomey is also a member of the McLean Citizens Association, Environmental, Parks & Recreation Committee.
Toomey has more than 20 years of experience in public policy, strategic planning, education, and business. She served as a Senior Director at a consultancy where she advised clients government relations strategies and public policy issues in Asia regional markets. She also advised two U.S. Secretaries of State on foreign policy and long-term strategic planning as a member of the Policy Planning Staff and the Assistant Secretary of Defense for Asian & Pacific Affairs in the Office of the Secretary of Defense on similar topics as Senior Advisor.
Prior to her government work, Johna founded and served on the board of LTL Educational Services in San Francisco, CA from 1998 to 2014. Johna also had a private practice as a learning specialist.
Johna has a B.A. in International Relations from Mt. Vernon College at George Washington University and a J.D. from George Mason School of Law. Johna is a member of the Maryland bar and lives in McLean, VA with her husband, Nathan, and daughter, Schuyler.
Toomey’s term ends December 2027.
